In a nutshell, local water authorities have the right to access sewers and drainage point to carry out maintenance work. This will affect businesses and individuals whom wish to build a structure where their design may restrict access or is less than 3 metres from these access points, are required to have permission from the relevant company I order to do so. This permission is a Build Over Agreement.
If building was to occur restricting access in any way to these access points, the water authority whom wishes to gain access has the right to remove the obstruction without facing any costs for damage causes to the obstruction. Whereas if a Build Over Agreement has been completed and agreed, they are unable to remove the obstruction in place.
